Two sets of answers — one for people considering a move to Sunrise Meadows, and one for current residents.
What's the difference between the HOA and MUD 162?
They're separate organizations. The Sunrise Meadow Property Owners Association handles deed restrictions, assessments, common areas, amenities and architectural approval. Fort Bend County Municipal Utility District No. 162 is a separate governmental district that provides water and wastewater service and bills for it. Water bill questions go to the MUD, not the HOA — and fence, paint and addition approvals go to the HOA, not the MUD.
How much of my property tax is the water district?
Fort Bend County MUD No. 162 charged $1.1200 per $100 of value for 2024 — $0.3050 to run the district and $0.8150 toward bond debt.
Nearly three-quarters of that rate is debt repayment rather than operations, which is what a relatively young district looks like: the water lines, sewer and drainage were financed before the houses were built, and the bonds are still being paid down.
For local context, an established neighborhood nearer Richmond sits around $0.60 because it has been retiring its bonds for decades. The difference on a $400,000 home is roughly $2,000 a year, and it is one of the larger swings between Fort Bend neighborhoods that never shows up in a listing comparison.
The debt share falls over time as bonds are retired. Rates are reset each autumn, so check the current year before relying on this figure.
Which schools would my children attend?
Adriane Mathews Gray Elementary School for pre-Kindergarten through grade 5, then James Steenbergen Middle School, Harry Wright Junior High, and Dr. Thomas E. Randle High School. All four hold a B on the state''s 2026 accountability ratings.
Something worth understanding if you are comparing neighborhoods in this part of Rosenberg: Steenbergen, Harry Wright and Randle serve several communities around here, so a number of neighborhoods share the same middle, junior high and high school. The elementary is usually the only school-level difference between them. Adriane Mathews Gray is the campus that actually distinguishes Sunrise Meadows from its neighbors — the rest of the path is shared.
Lamar CISD is among the fastest-growing districts in Texas and rezones regularly as new campuses open, so verify your exact address on the district''s own attendance lookup before relying on this for a particular house. Campus details and current ratings are on our schools page.
Why does my HOA paperwork say Sunrise Meadow, without the s?
Because that is the name the association filed for itself. The neighborhood is Sunrise Meadows; the association is registered as Sunrise Meadow Property Owners Association — singular.
It is not a typo on your closing documents and it is not two different organisations. It does mean that searching for "Sunrise Meadows Property Owners Association" can return nothing useful, which is how residents end up convinced their association has no records.
When you are looking up filings, recorded documents or the management portal, use the singular form. When you are looking up your address, your school zoning or your mail, use the plural — that is the neighborhood''s name.
Small as it is, this one mismatch accounts for a surprising share of the "I can''t find my HOA" problem here.
Who runs the parks — the district or the association?
The district. Park and recreation information for Sunrise Meadows comes from Fort Bend County MUD No. 162, not from the property owners association.
The association handles the other side: event and facility notices, deed restrictions, assessments and architectural approval, published through the Sunrise Meadow website and the CiraNet account where owners manage their own records. Before arranging an event, check the posted instructions for whichever facility you mean, because the rules differ between district parks and association facilities.
Keeping the two straight saves a lot of time. Water, sewer, drainage, district parks and the district tax line go to MUD 162. Assessments, deed restrictions, architectural approval and association facilities go to the association. They are separate organisations and do not share records.
The full association guide is in our HOA guide.
Where is the nearest splash pad and dog park?
Both are city parks in Rosenberg, and both are free.
Splash pad — Travis Park, 3004 Avenue N. Free to use, with a shade structure and picnic tables beside it. There is no lifeguard, so children need an adult. Pool toys are not allowed — no water balloons, beach balls, noodles, buckets or water guns — and only service animals are permitted. The city publishes the operating season each spring; recent seasons have run daily except Wednesdays, when it closes for maintenance, with weekend-only operation once October arrives. Check the current season before a special trip, because the dates are set year by year.
Dog park — Riverbend Park, 2601 Avenue A. A fenced off-leash area, and the only official public dog park published by either Rosenberg or Richmond.
Two more worth knowing. Macario Garcia Park, 716 Blume Road, has a 4-acre stocked lake where a fishing licence is required, plus a disc golf course, a bird sanctuary, a butterfly garden and a restored wetland and prairie area. And the Seabourne Creek Regional Sports Complex at 3701 Fountains Drive has a Boundless Playground, built so children of all abilities can use it — which is not something every town has.
Most Rosenberg park facilities are open 7am to 10pm, year round.
